Die Covid-19-Krise bedroht die Demokratie, warnen 500 führende Persönlichkeiten der Welt

Nobelpreisträger warnen Demokratien in Gefahr

Mehr als 500 politische und zivile Führungspersönlichkeiten, Nobelpreisträger und pro-demokratische Institutionen haben einen offenen Brief zur Verteidigung der Demokratie unterzeichnet, in dem sie davor warnen, dass die Freiheiten, die wir schätzen, durch Regierungen bedroht sind, die die Krise nutzen, um ihren Griff nach der Macht zu verschärfen.

Die Coronavirus-Pandemie stellt eine ernsthafte Bedrohung für die Demokratie dar. Viele Regierungen auf der ganzen Welt haben Notstandsbefugnisse versammelt, die die Menschenrechte einschränken und die staatliche Überwachung verstärken, oft unter Missachtung rechtlicher Zwänge, der gegenseitigen Kontrolle und des Zeitrahmens für die Wiederherstellung der verfassungsmäßigen Ordnung.

Das ist die Schlüsselbotschaft in “A Call to Defend Democracy”, einem offenen Brief, der von der in Stockholm ansässigen International IDEA und der in Washington ansässigen National Endowment for Democracy initiiert und von 73 pro-demokratischen Institutionen sowie politischen und zivilen Führern auf der ganzen Welt, darunter 13 Nobelpreisträger und 62 ehemalige Staats- und Regierungschefs, unterstützt wird. Der Brief zielt darauf ab, das Bewusstsein zu schärfen und Bürger und politische Entscheidungsträger für den Schutz der Demokratie zu mobilisieren – in der Erkenntnis, dass dies das wirksamste System zur Bewältigung globaler Krisen bei gleichzeitigem Schutz der Rechte aller Bürger, insbesondere von Minderheiten und gefährdeten Gruppen, ist.

“Die gegenwärtige Pandemie stellt eine gewaltige globale Herausforderung für die Demokratie dar. Autoritäre Führer auf der ganzen Welt sehen die Covid-19-Krise als ein neues politisches Schlachtfeld in ihrem Kampf, die Demokratie als schwach zu stigmatisieren und ihre dramatischen Errungenschaften der letzten Jahrzehnte rückgängig zu machen”, heißt es in dem Brief.

“Die Demokratie ist bedroht, und die Menschen, denen sie am Herzen liegt, müssen den Willen, die Disziplin und die Solidarität aufbringen, um sie zu verteidigen. Auf dem Spiel stehen die Freiheit, Gesundheit und Würde der Menschen überall”.

Es ist zwar nicht überraschend, dass autoritäre Regime die Krise nutzen, um ihre Macht zu festigen, aber einige Demokratien haben auch Notstandsbefugnisse eingeführt, ohne die notwendigen Sicherheitsvorkehrungen zu treffen, um sicherzustellen, dass die Maßnahmen zurückgenommen werden können, heißt es in dem Brief.

Die Pandemie und die globale Bewegung für Rassengleichheit haben gezeigt, dass die Demokratie wichtiger denn je ist.

Demokratie ermöglicht die Mobilisierung der Zivilgesellschaft, die Auseinandersetzung mit Ungleichheiten, die offene Diskussion politischer Fragen, den freien Fluss vertrauenswürdiger Informationen und die Rechenschaftspflicht der Regierungen gegenüber den Bürgern – alles wesentliche Instrumente für den erfolgreichen Umgang mit dem aktuellen Gesundheitsnotstand und seinen Folgen.

“Jetzt ist die Zeit, in der wir alle für die Demokratie eintreten müssen. Wir müssen allen klar machen, was auf dem Spiel steht und dass wir nicht zulassen werden, dass Führer mit autoritären Tendenzen diese oder andere Krisen dazu nutzen, ihre Macht zu vergrößern und unsere Rechte zu beschneiden. Wir müssen die Demokratie verteidigen – ob an den Wahlurnen, in den Medien oder auf der Straße. Darum geht es in diesem Brief”, sagt Kevin Casas-Zamora, Generalsekretär von International IDEA.
